Jackie Speier" width="180" height="100">Earlier this week, Democratic Rep. Jackie Speier (CA-12) , a co-sponsor of the Uniting American Families Act (UAFA) which&nbsp;would allow gays and lesbians to sponsor their foreign-born partners for citizenship,&nbsp;<a href="http://www.ebar.com/news/article.php?sec=news&amp;article=4177" target="_blank">expressed her concerns</a> about passing the bill as a part of larger immigration reform.</p>
<blockquote><p>&#8220;By making the bill comprehensive it does muddy the waters,&#8221; said the freshman House member, who predicted &#8220;nothing will happen this year on immigration.&#8221;</p>
<p>Speier voiced her concerns about the strategy at a town hall meeting she held August 31 for the LGBT community in San Francisco. The northern most sections of Speier&#8217;s 12th Congressional District reach into portions of the city, including such LGBT-heavy neighborhoods as Glen Park, Diamond Heights, and Twin Peaks.</p>
<p>Since winning a special election to her seat last year, Speier has quickly moved to back several legislative efforts to win LGBT rights. The issue of immigration has been especially fraught for the Peninsula lawmaker, as several of her constituents who are binational same-sex couples have reached out to her for help with immigration issues.</p></blockquote>
<p>Speier&#8217;s view seems to have changed since a town hall <a href="http://www.inlookout.com/2009/05/04/rep-jackie-speier-affirms-support-for-uafa-tan-and-mercado-family/" target="_self">earlier this year</a>, where she indicated &#8220;the only way that bill is going to get passed is if its part of a larger immigration reform measure.&#8221; In addition to the standalone act, UAFA compatible language also exists in the omnibus immigration reform bill called Reuniting Families Act, sponsored &nbsp;by&nbsp;Congressman&nbsp;<span>Mike Honda</span> (CA-15).</p>
<p>In her short 16 months in Congress, Speier has proven herself to be a strong ally and advocate for the LGBT community, and was instrumental in <a href="http://www.inlookout.com/2009/04/23/for-binational-lesbian-couple-deportation-delayed-indefinitely/" target="_self">staying the deportation</a> of a lesbian mother this past spring.</p>

<p><img class="alignright size-full wp-image-4510" title="Tony Perkins of FRC" src="http://www.inlookout.com/media/images/2009/06/perkinsuafa.jpg" alt="Tony Perkins of FRC" width="180" height="100" />The Uniting American Families Act (UAFA), which provides a path to citizenship for same-sex couples where one of the partners is not a legal resident, is coming under fire from religious groups saying the act threatens overall immigration reform and undermines traditional marriage</p>
<p>Tony Perkins of the Family Research Council is <a href="http://www.frc.org/get.cfm?i=WU09F04&amp;f=RF07B06" target="_blank">urging constituents</a> to call their senators and vote against the bill:</p>
<blockquote><p>Yesterday, while I was on the Hill meeting with a handful of senators, I learned that FRC&#8217;s noise on the immigration bill, S. 424 [UAFA], is having a considerable impact. After your calls and emails started pouring in, one leader told me the legislation, which would give a special resident status to same-sex partners, had become an embarrassing &#8220;spectacle.&#8221; Although the bill is still active, finding support for it will be even tougher now that FRC has shined the light on its real objective: undermining marriage. If you haven&#8217;t contacted your senators, please chime in this week and urge them to vote &#8220;no&#8221; on the &#8220;Uniting American Families Act.&#8221;</p></blockquote>
<p>Rev. Samuel Rodriguez, head of the National Hispanic Christian Leadership Conference is also opposed to the measure. From <a href="http://www.politico.com/news/stories/0609/23262.html" target="_blank">Politco.com</a>:</p>
<blockquote><p>..he [Rev. Rodriguez] called the efforts to slip gay rights into the immigration debate a “slap in the face to those of us who have fought for years for immigration reform.”</p>
<p>Rodriguez, who has worked with evangelical churches to build support for a broader immigration bill that would expand visa laws, said that if the same-sex language stays in, it will “divide the very broad and strong coalition that we have built on behalf of comprehensive immigration reform.”</p></blockquote>
<p>The United States Conference of Catholic Bishops has also indicated <a href="http://www.usccb.org/comm/archives/2009/09-122.shtml" target="_blank">they will not support immigration reform</a> if it contains language granting rights to same-sex couples, saying it &#8220;would erode the institution of marriage and family&#8230; a position that  is contrary to the very nature of marriage which pre-dates the church and the state.&#8221;</p>
<p>As noted by Senator Jeff Sessions during the <a href="http://www.inlookout.com/2009/06/03/video-from-the-uafa-senate-hearings/" target="_blank">UAFA hearings</a> earlier this week, Focus on the Family, the Eagle Forum and Concerned Women for America are also opposed to the legislation. <p>Currently the House version of UAFA has <a href="http://thomas.loc.gov/cgi-bin/bdquery/z?d111:HR01024:@@@P%7C/bss/d111query.html%7C" target="_blank">105 co-sponsors</a>, while the Senate version of the bill only has <a href="http://thomas.loc.gov/cgi-bin/bdquery/z?d111:SN00424:@@@P%7C/bss/d111query.html%7C" target="_blank">19 co-sponsors</a>.</p>

I&#8217;m all for reducing our carbon footprint as a part of multifaceted approach to reduce global warming, but I&#8217;ve never heard anything so entirely ridiculous. From the <a href="http://www.numbersusa.com/content/nusablog/beckr/june-2-2009/my-testimony-today-senate-judiciary-committee-asks-decisions-be-made-nati" target="_blank">NumbersUSA website</a>:</p>
<blockquote><p>But nearly every new adult permanently added to the U.S. population through immigration legislation would be a potential competitor to unemployed and underemployed American workers. <strong>And every new immigrant increases the total U.S. carbon footprint and ecological footprint (and, because of increased consumption once they arrive here, increases the global footprints, as well).</strong></p>
<p>Given the larger context of current immigration levels, passing S. 424 would be irresponsible to the environment, to future generations and to the most economically vulnerable members of our national community.</p></blockquote>
<p>Don&#8217;t individuals seeking U.S. citizenship contribute to our &#8220;global&#8221; carbon footprint whether they are in our country or not? I wonder if  Beck also favors abortion as a method of <a href="http://www.imperfectparent.com/topics/2007/11/26/woman-has-abortion-to-reduce-her-carbon-footprint/" target="_blank">reducing our carbon footprint</a>? Someone needs to ask.</p>
<p>Beck also has ties John Tanton, the &#8220;racist founder of many of the nation&#8217;s key nativist groups&#8221;, according to the <a href="http://www.splcenter.org/intel/intelreport/article.jsp?aid=1014" target="_blank">Southern Poverty Law Center</a> (SPLC). In the video below the SPLC explores America&#8217;s anti-immigration network, with Roy Beck making an appearance around the 5:30 mark. The whole video is definitely worth a watch.</p>

<p>Somehow this feels like some poorly conceived attempt to appeal to the left-leaning, green conscious among us, making his anti-immigration rhetoric more palatable. Sure we can reduce global warming by simply allowing fewer immigrants to enter the country. It smacks discrimination. And now he&#8217;s directing it at gay people. Sure. Let&#8217;s spread the hate.</p>

			<content:encoded><![CDATA[<p><img class="alignright size-full wp-image-2556" title="UAFA Hearings" src="http://www.inlookout.com/media/images/2009/04/expectationsx390jpg.jpeg" alt="UAFA Hearings" width="181" height="118" />Starting tomorrow the Senate Judiciary Committee lead by Senator Patick Leahy of VT will convene hearings on the Uniting American Families Act (UAFA), which would allow gay and lesbian Americans to sponsor their permanent partners for residency in the United States. In a press release from <a href="http://hosted.vresp.com/404947/87bbc078fc/135453481/59adb19d43/" target="_blank">Immigration Equality</a> announcing the hearings:</p>
<blockquote><p>“Every day, an estimated 36,000 binational couples, nearly half of whom are raising children, are facing separation, or already living separately, because our country refuses to treat them equally under the law,” said Rachel B. Tiven, executive director of Immigration Equality.  “These loving, committed families are faced with an untenable choice between the person they love and the country they love.  Many are forced to uproot their lives and leave their extended families, jobs and communities behind. It is long past time that Congress fixed our broken immigration system, including this pervasive discrimination against so many families. Senator Leahy’s hearing, coming just as President Obama and Congress prepare to address comprehensive immigration reform, is a step in the right direction.”</p>
<p>Wednesday’s hearing will feature Shirley Tan, a Filipina mother of 12-year-old twins from Pacifica, Calif., who is facing deportation despite having been with her partner for 23 years. Though Tan’s children and partner are American citizens, she cannot be sponsored for residency because her partner is female. Unless Congress takes action to pass UAFA, Tan will be forced to return to the Philippines.</p>
<p>Joining Tan as a witness will also be Gordon Stewart, a native of Vermont who was forced to sell his family’s farm and relocate to London to be with his partner, who is Brazilian. Stewart, who transferred his job with Pfizer Pharmaceuticals to the United Kingdom, has been welcomed in that country, where his partner received a visa to be with him. Under U.S. immigration law, his partner was unable to join him in the United States, and Stewart was forced to leave his family behind to be with the person he loves. Other witnesses include Julian Bond, chairman of the National Association for the Advancement of Colored People (NAACP) and attorney Christopher Nugent, who will represent the American Bar Association (ABA).</p></blockquote>

			<content:encoded><![CDATA[<p><img src="http://www.inlookout.com/media/images/2009/04/tanmercadofamily.jpg" alt="Shirley " title="Shirley Tan Family" width="0" height="0" class="aligncenter size-full wp-image-2529" />Shirley Tan, a California mom who was nearly deported in April because her  same-sex partner could not legally sponsor her for citizenship, has been invited to testify by Senator Patrick Leahy (D-VT) in the Uniting American Families Act (UAFA) hearings starting June 3. If passed, UAFA would extend same-sex couples the same immigration rights enjoyed by married couples, creating a legal path to citizenship.</p>
<p>Tan&#8217;s partner Jay Mercado and their twin sons will make the trip to Washington with their lawyer Melanie Nathan. From <a href="http://oblogdeeoblogda.wordpress.com/2009/05/27/breaking-shirley-tan-invited-to-uafa-hearing/" target="_blank">Nathan&#8217;s blog</a>:</p>
<blockquote><p>When I spoke to  Jay today, she said that the family is very honored and extremely excited to go to DC for this historic hearing.  They are looking forward to a visit to their representatives offices, Rep Jackie Speier and Senator Feinstein, especially to thank all the staffers who worked so hard to help them.</p>
<p>Shirley ’s ultimate ability to stay in the USA will depend on passage of  the Uniting of American Families Act. Shirley and Jay’s trip to DC will be sponsored by Immigration Equality,  who were great to work with when negotiating the details of the family’s participation.  Shirley and the family have stated that they will do everything they can to assist in getting UAFA passed.</p></blockquote>

This will be the first time in the bill&#8217;s <a href="http://en.wikipedia.org/wiki/Uniting_American_Families_Act" target="_blank">long history</a> where it will actually receive a hearing, and is truly good news for those currently suffering under existing immigration policies. <blockquote><p>The June 3rd hearing will not only be a milestone on our path to victory in Washington, but it will also be a watershed moment for ensuring that our families are part of the national conversation on immigration reform. Congresswoman Jackie Speier has <a href="http://www.inlookout.com/2009/05/04/rep-jackie-speier-affirms-support-for-uafa-tan-and-mercado-family/" target="_blank">previously indicated</a> that the measure will likely  be rolled into a larger immigration reform provided UAFA gets out of committee.</p>

<blockquote><p>&#8220;We don&#8217;t need to start providing government benefits and special treatment to relationships based on homosexuality, which many people regard as a sin,&#8221; says LaBarbera. &#8220;I think this is an egregious example of special rights for homosexuals.&#8221;</p>
<p>The pro-family activist contends that homosexuals and their supporters are using this case to push for the passage of the Uniting American Families Act (H.R. 1024), which would give homosexual Americans the right to sponsor foreign-born partners for residency.</p>
<p>&#8220;This is a ridiculous piece of legislation,&#8221; exclaims LaBarbera. &#8220;Americans are already concerned over illegal immigration. I don&#8217;t think most Americans want to give incentives to bring more homosexual activists into the country, which is what this case embodies.&#8221;</p></blockquote>
<p>I&#8217;m all for yanking soap boxes out from under homophobes and bigots, denying them the  attention they so desparately crave. Many suggested I should have done that instead of posting <a href="http://www.inlookout.com/2009/05/04/joe-the-plumber-no-queers-anywhere-near-my-children/">Joe the Plumber&#8217;s outrageous but totally in-character quote</a> yesterday&#8230; But I think in some cases, letting these outrageous statements run wild in the media/blog echo chamber marginalizes these creatures further. </p>
<p>And that&#8217;s a good thing.</p>
