While neither same-sex marriage nor civil unions are recognized in the Philippines, a recently introduced bill would further punish anyone attempting to enter into such a union, describing gay marriage as “highly immoral, scandalous and detestable.”

The bill recommends penalties both for the applicants for marriage and the solemnizing officer.

Under the bill, the would-be partners face 15 years imprisonment and a P150,000 fine.

Likewise, anybody caught faking or trying to mis-declare his/her gender in order to secure a marriage license may be meted a 12-year jail term and a P100,000 fine.

If the offender is a public officer or employee, he/she shall be dismissed from government service and banned from re-employment in any public office.

Former Baptist minister turned lawmaker Bienvenido Abante Jr. introduced the bill last December saying that without the measure same sex unions would “snap the remaining strand of our moral values.”

When serving as chairman of the Human Rights committee back in 2006 Abante rejected a bill prohibiting discrimination based on sexual orientation and gender identity, calling it a “culture of death” and reverse discrimination against heterosexuals.

Really.

My husband who was born and raised in the Philippines chimes in…

Why am I not surprised about this, especially coming from a very religious country like the Philippines. This is just another example of the power and control organized religion has in poor countries like this one.

It is safe to conclude that Bienvenido Abante, Jr. has the strong backing of the church, so I am not at all surprised with what he is doing right now. It is sad if not laughable to have him as the chairman of the Human Rights committee. Seriously, how can you be the chairman of the Human Rights committee and try to pass a bill that violates the core meaning of your position. Really, can somebody please tell this man what his job is all about?

I believe that it is inhumane to discriminate against another group of people just because of their sexual orientation and I think this is a reaction to what is going on in Western countires like the United States. I hope that the Filipino people, and not only the LGBT pinoys, will wake up and rise up against this reprehensible bill.

“Huwag matakot mga kapatid. Magkaisa tayo laban sa mga masasama.” (Don’t be afraid my brothers and sisters to unite against all that is evil and bad.)

Interviewed on NPR’s Fresh Air, Jeff Sharlet, author of The Family: The Secret Fundamentalism at the Heart of American Power, discussed the connection between the Family and Uganda’s Anti-Homosexuality Act, which prescribes the death penalty for acts of “aggravated homosexuality.”

Mr. SHARLET: Well, the legislator that introduces the bill, a guy named David Bahati, is a member of The Family. He appears to be a core member of The Family. He works, he organizes their Uganda National Prayer Breakfast and oversees a African sort of student leadership program designed to create future leaders for Africa, into which The Family has poured millions of dollars working through a very convoluted chain of linkages passing the money over to Uganda.

GROSS: So you’re reporting the story for the first time today, and you found this story – this direct connection between The Family and the proposed legislation by following the money?

Mr. SHARLET: Yes, it’s – I always say that the family is secretive, but not secret. You can go and look at 990s, tax forms and follow the money through these organizations that The Family describe as invisible. But you go and you look. You follow that money. You look at their archives. You do interviews where you can. It’s not so invisible anymore. So that’s how working with some research colleagues we discovered that David Bahati, the man behind this legislation, is really deeply, deeply involved in The Family’s work in Uganda, that the ethics minister of Uganda, Museveni’s kind of right hand man, a guy named Nsaba Buturo, is also helping to organize The Family’s National Prayer Breakfast. And here’s a guy who has been the main force for this Anti-Homosexuality Act in Uganda’s executive office and has been very vocal about what he’s doing, and in a rather extreme and hateful way. But these guys are not so much under the influence of The Family. They are, in Uganda, The Family.

Charges against a Utah gay couple have been dropped for trespassing after they kissed on LDS property. From the Salt Lake Tribune.

Salt Lake City Prosecutor Sim Gill said Wednesday he will not prosecute a gay couple cited for trespassing after they shared a kiss on the plaza.

“The two individuals believed — albeit mistakenly — that they had the right to be there,” Gill said. “Fairness requires that either that property be not open to the public or you condition that [openness] in a way that the person who comes on understands that it is private property.”
…
Gill said his decision not to prosecute this particular case “should not be viewed as limiting” the ability of the church to enforce its private-property rights on the plaza in the future.

“Going forward,” he said, “working toward clarity [on the plaza] serves everyone’s interests in this community.”

Gill’s analysis cites the lack of signs on the plaza that indicate visitors are entering private property “at will,” meaning they can be ejected at any time for any reason.

“The signs will obviously change on the plaza,” Wally Bugden, Jones’ defense attorney said. “The vast majority of the public believed that there was a public corridor.”

Since the incident supporters have staged kiss-ins in Salt Lake and San Diego protesting the actions of the LDS church. Those protests have also inspired a national kiss-in campaign.

Update: A surveillance video (no audio) has been released of the incident showing LDS security roughing up the gay couple.

Stephanie Chu who shot the video said the following on SFIst:

I filmed this on a MUNI T train this morning on my way to work. I found it appalling that this woman would be so hateful towards a gay/transgender person – so I had no qualms about putting her face on the Internet. At one point, it got physical. The train was held up for about 10 minutes until she calmed down, then the cops came to take their statements. I thought it might be interesting to share how intolerance is still very much alive, even in liberal cities like SF.

Apparently, she works at a hospital (she wore scrubs) off of the T line, I am guessing UCSF Mission Bay.

Anyone know who this lovely person is? Apparently she was wearing a lanyard that said “I love Jesus.” Boy, what a surprise.

This is the third kiss-in in as many weeks, and appears to have inspired a movement which is now going national, with kiss-ins tentatively planned in the following cities:

The Salt Lake City PD finally issued their report yesterday on a gay couple that was handcuffed and detained last month for refusing to leave after being harassed by LDS security guards for briefly kissing on church property. The full report, available here, appears to contradict the story told by LDS security guards at the scene.

Spokesmen for the Church of Jesus Christ of Latter-day Saints and the Salt Lake City police department have thus far declined to specify the behavior that prompted guards to ask Matt Aune, 28, and his partner, Derek Jones, 25, to leave the plaza at 50 E. North Temple. Aune said that the guards “slammed him to the ground” while detaining him; a guard disputed that claim, according to the police report.

Aune and Jones said they have seen heterosexual couples holding hands and kissing without incident on the plaza. Church spokeswoman Kim Farah has said the Aune and Jones were not singled out for being gay and that they were “politely asked to stop engaging in inappropriate behavior.”

However, the police report does not indicate the men were given the option to stay if they stopped kissing or hugging. It states only that the guard told the men that “they need to leave [church] property for the behavior and that [it] is unwanted,” and that the men were detained when Jones said he would not leave.

Last weekend, nearly one hundred protestors staged a “kiss-in” on church property in support of the couple. While LDS security was present, no arrests were made. Another kiss-in is scheduled for noon this Sunday.

At a meeting with the Catholic media prior to his trip to Italy and audience with Pope Benedict XVI , Obama spoke of the difficulty he is having reconciling his faith with LGBT issues:

“For the gay and lesbian community in this country, I think it’s clear that they feel victimized in fairly powerful ways and they’re often hurt by not just certain teachings of the Catholic Church, but the Christian faith generally. And as a Christian, I’m constantly wrestling with my faith and my solicitude and regard and concern for gays and lesbians.”

For many Catholics and people of faith there is no “wrestling” or struggle. No inner turmoil. Gays are either to repent and abstain from their “lifestyle” or burn for all eternity.

Sure, many will accuse Obama of being two-faced, or criticize him for playing to both sides of the issue. But hopefully some will appreciate his honesty about the struggle. I suspect we would be a lot farther along in the gay civil rights movement if more individuals, more people of faith, also carried that struggle in their heart.
